Harmonisation of the EN 16510 standard

On 7 November 2023, the long-awaited citation of the EN 16510 series of standards and their annexes in the Official Journal of the European Union took place.

The revised standards now include methods for measuring NOx, hydrocarbon (OGC) and particulate matter (PM) emissions. The changes also cover the measurement of minimum safe distances, specifications for the classification of sealed appliances according to leakage, energy efficiency and labelling of energy class and seasonal heating efficiency and basic characteristics related to environmental sustainability.The emission limits for dust particles (PM), NOx, hydrocarbons (OGC) and CO and seasonal energy efficiency have been adapted to the requirements of the earlier Ecodesign Regulation (EU) 1185/2015.

Note: Annex prEN 16510-2-5 Slow heat release appliances (storage heaters) is still awaiting harmonisation (draft and comment phase).

As can be seen from the table above, the coexistence period (transition period) has been set by the European Commission for 2 years until 9 November 2025. During this period, the above products can still be on the market based on the original test reports, product labels and standards.

However, from 9 November 2025, the above construction products must be CE marked on the basis of type tests in accordance with the applicable part of EN 16510. These changes can be requested from our accredited laboratory, which is prepared for these technical and legislative changes.

Previously measured data (test reports) can also be used for this update "rewrite" of the original documentation if they meet certain criteria, such as:

• At least 3 test cycles (2 of them consecutive)
• Measured data (emissions, efficiency) in accordance with Ecodesign-EN16510 regulation
• The thermal performance data in each test cycle must be within 10% of the average value (upward deviations are (no longer) allowed)
• The fuel mass of the cycle when measuring the smallest safe distances must be at least 150% of the fuel dose of the rated performance

These are not (yet) all the criteria for the possibility of using historical data. This is still the subject of the Notified Persons Committee proposal SG03WG2, which we are participating in and are monitoring the situation closely for you.
